President
Muhammadu Buhari has said that the Integrated Payroll and Personnel Information
System (IPPIS) For Federal Universities Is Irreversible; as such, any
opposition to this directive is an unwelcome tendency toward economic sabotage.
President
Buhari who spoke at the at the 37th founders’ day and 29th convocation ceremony
of the Federal University Of Technology, Minna on Saturday, February 1, 2020
through the Minister of Communication and Digital Economy, Dr. Isa Ali Pantami
said that his administration is also genuinely committed to improving the
quality and standards of education in the long term. That is why the Federal
Government gave education the second highest sectorial allocation in the 2020
Appropriation Bill with N652.94 billion.
“In
addition, we allotted N272 billion to the Tertiary Education Trust Fund
(TETFund) in the Medium Term Expenditure Framework for projects in our tertiary
institutions. All these point to the fact that we are determined to improve our
educational system within the available resources in the country, Buhari said.
He
further said that in addition to these, and in line with global best practice, the
Federal Government is taking advantage of the advances in digital technologies
in the diversification of the economy.
“This
is why we have resignated the Federal Ministry of Communications as the Federal
Ministry of Communications and Digital Economy. The Ministry has the mandate to
develop and implement a harmonized and well-coordinated digital economy policy
and strategy for Nigeria.
“This
Policy and Strategy Document was unveiled on the 28th of November, 2019 and it
will help us to prepare our youths for the jobs of the Digital Age.
“The
Document also shows our commitment create a culture of innovation and
entrepreneurship that will transform our teeming youths from job seekers to job
creators. I have therefore directed the Federal Ministry of Communications and
Digital Economy to develop training and sensitization programs that will be
rolled out across the country and I urge you to take advantage of this,
President Buhari reiterated.
On
plugging the loopholes in public finance, the President said his administration
have remained resolute in ensuring eliminating fraud and retrieve funds which
can be used to address challenges such as infrastructure deficit and
unemployment.
“It
is for this reason that my Administration gave the directive that all employees
of the Federal Government, including the Federal universities, must be enrolled
in the Integrated Payroll and Personnel Information System (IPPIS). That
decision, mindful as it is of sectorial peculiarities, is irreversible. As
such, any opposition to this directive is an unwelcome tendency toward economic
sabotage, Buhari said.
In
conclusion, Buhari urged the youth, especially graduates who have been trained
in cosmopolitan environments like our universities, to eschew all forms of
prejudices in all their endeavours as the nation matches forward.
“I
admonish you all to continue to freely and lawfully seek all and every
opportunities to actualize your talents anywhere in the country.
Ladies
and gentlemen, let us join hands to make Nigeria a better place to live in for
ourselves and generations yet unborn. Let us all work together, irrespective of
our political, ethnic and sectarian leanings, to salvage our country, Buhari
said.
